Definition of journalists' safety

Journalists' safety regards an environment where journalists can work free from fear of physical or psychological attacks and with financial and legal security. For these, states should fulfil their positive obligations of prevention, protection and prosecution, as detailed in Recommendation (2016)4 of the Committee of Ministers of the Council of Europe on the protection of journalism and the safety of journalists and other media actors.
